Workshop Overview:
The Social Security Fund (SSF) is a cornerstone of employee welfare in Nepal, yet its operational implementation presents significant challenges for HR professionals. From cumbersome onboarding to complex claims processing, these hurdles consume valuable time and resources, leading to employee dissatisfaction.

This intensive, 3-hour workshop is designed to move from identifying problems to crafting actionable solutions. We will dissect the most pressing operational challenges in SSF management—onboarding, claims, offboarding, and withdrawals—through a collaborative lens. Participants will gain practical strategies, share best practices, and learn how to streamline processes even within the current system’s constraints.

Program Agenda:

Overcoming Operational Challenges in SSF

  1. Opening SSF Account (Onboarding Staff)
  • Cumbersome Process: Each employee needs to be registered individually on the SSF portal, which is very time-consuming if there is less than 10 staff that needs to be registered.
  • Portal Errors: Frequent system downtime, login issues, and error messages during bulk uploads.
  • Document Verification Delays: Employee details (citizenship, bank account, PAN, etc.) often get mismatched or rejected due to minor discrepancies.
  • Lack of Bulk Upload Feature: Even though Excel templates exist, they often fail during upload due to formatting or system glitches.
  • Duplication: Many employees don’t disclose about their previous SSF account. System do not disclose duplication if registered individually. It is very tedious to merge the SSF account which would be solved beforehand.
  1. Medical / Accident Claims
  • Complex Claim Submission: Multiple supporting documents (hospital bills, doctor’s prescription, police reports in case of accident, etc.) must be scanned and uploaded, which employees often find difficult.
  • Death benefit: If the staff dies in an accident, SSF does not release the NPR 700,000 death benefit as a “death claim.” Instead, SSF treats it under the Medical/Accident Treatment Scheme, where expenses are reimbursed for hospitalization, treatment, etc. But once the staff passes away, the family does not get the same 7 lakh compensation.
  • Slow Approval Process: Claims take a long time for approval, sometimes weeks to months.
  • System Rejections: Portal frequently rejects claims for technical errors without clear explanation.
  • Limited Hospital Network: SSF’s partner hospitals are limited, making it difficult for employees in remote areas.
  • Communication Gap: Lack of clear customer support or helpline to resolve employee queries.
  1. Off-boarding Employee
  • Account Closure Confusion: No clear guideline on how to close SSF account when employee resigns or is terminated.
  • Transfer to New Employer: Employees moving to another company face challenges in transferring their SSF contributions.
  • Pending Contributions: If last salary contribution is delayed, off-boarding process is stuck.
  • Employee Pressure: Departing employees demand immediate withdrawal/transfer, but SSF rules only allow under certain conditions (retirement, going abroad permanently, etc.).
  1. Withdrawal of SSF (Provident/Retirement Benefits)
  • Strict Eligibility Rules: Employees can only withdraw in limited cases (retirement, permanent migration, medical emergency). Many don’t qualify immediately.
  • Website/Portal Issues: Application forms and withdrawal requests often freeze or fail to submit.
  • Delay in Processing: Even after successful application, fund release can take months.
  • Lack of Transparency: Employees and HR don’t get real-time updates on claim/withdrawal status.
  • Employee Dissatisfaction: Since employees expect SSF to function like PF (Provident Fund), there’s frustration when withdrawal is delayed or rejected.
